A mysterious man in skull-shaped mask making appearances in Ōtomo City and rumored to have been killing numerous victims in the city, especially those roaming at night.

His true identity is that of Yoshio Kanzaki who is later on succeeded by his friend Hayato Mikogami who later on become the leader of the Black Ghost organization who takes on the name Skull (The main antagonist of Cyborg 009)
